A.Creating and establishing are shown as modifiers...also was the 1947 Truman Doctrine....is far from the subj its modifier......so incorrect


B. D. "which it…" unclear pronoun ref; also, stylistically unwelcome;
E. "which established" doesn't imp the shift was created by establishing the containment, this imps something about the doctrine, not how it created the shift;

The right answer is option B in my view.

A. Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine. This option inverts the subject and the verb with its object. This is awkward to say the least. The question to ask is till what timeframe was the 1947 Truman Doctrine creating a fundamental shift in American foreign policy and establishing a policy of containment? The use of past progressive tense is incorrectly used. Eliminate option A.

B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations). Correct. The subject is The 1947 Truman Doctrine and its verb is created, which is rightly simple past tense. This option is concise and logically conveys the intended meaning of the sentence.

C. The sentence seems to be in passive format which is generally to be avoided. But from the first look, nothing seems to be apparently wrong. Will keep it aside for further analysis.
B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations).
Okay, this is an active form of the above option. Will definitely prefer this over A. Grammatically everything looks fine from the looks of it. Will keep it aside for further analysis if required.
C. Creating a fundamental shift in American foreign policy was the Truman Doctrine, which was put forth in 1947, and which established a "policy of containment" that framed our foreign policy as a battle between the forces of good (America, along with other democratic societies) and the forces of evil (the Soviet Union, along with other communist nations).
This sentence, is not proper at all. No consistency in events. We are not able to represent it in the form if events and moreover, there are two glaringly visible mistakes.
1. It is written in passive form. Need to avoid, and
2. 'America, along with other democratic societies', 'the Soviet Union, along with other communist nations' - From the framing of this phrase, it seems although they were not nations coming together to fight each. More like a mystic war. Some sort of cult ;) . Hence Incorrect

D. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between American and other democratic societies, which it considered the forces of good, and the Soviet Union and other communist nations, which it considered the forces of evil.
This sentence in the highlighted part has changed the meaning of the original sentence. Hence incorrect.
