A. Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine.

- wrong!

using verb-ing phrases to describe actions done in the past is wrong and the sentence uses passive voice.

B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations).- Correct!- the sentence is the most concise and is in active voice!

C. Creating a fundamental shift in American foreign policy was the Truman Doctrine, which was put forth in 1947, and which established a "policy of containment" that framed our foreign policy as a battle between the forces of good (America, along with other democratic societies) and the forces of evil (the Soviet Union, along
with other communist nations).

The option has many passive elements and is redundant--- there also seems to be a parallelism error

D. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between American and other democratic societies, which it considered the forces of good, and the Soviet Union and other communist nations, which it considered the forces of evil.

which illogically modifies communist nations.
and it is ambiguous and is unnecessary

E. A fundamental shift in American foreign policy was created in 1947 by the Truman Doctrine, which importantly established a "policy of containment," a policy that framed our foreign policy in terms of a battle between good and evil, with the good forces being America and other democracies and the evil forces being

the sentence is awkward and lacks a proper meaning!

Comma in unnecessary. Eliminate C

MEANING
The Doctrine created a shift in foreign policy by establishing something that framed as a battle between good and evil.
Who created the shift? The Doctrine.

A. "creating and establishing" is mod "was the doctrine", should be "the doctrine"; also, the policy created a shift by establishing something, it wasn't created and established, unintended;
C. "creating… and which" not parallel and unintended; "creating…was the doctrine" the verb is not necessary;
D. "which it…" unclear pronoun ref; also, stylistically unwelcome;
E. "which established" doesn't imp the shift was created by establishing the containment, this imps something about the doctrine, not how it created the shift;

Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine.

A. Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine.-- Choice A uses passive voice when it is easy to use the active voice. Although passive voice may not a grammatical blunder, still it is awful in style.

B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations). -- This is a straight active voice sentence and judiciously uses the parenthesis to avoid distortion of the original meaning as created in D

C. Creating a fundamental shift in American foreign policy was the Truman Doctrine, which was put forth in 1947, and which established a "policy of containment" that framed our foreign policy as a battle between the forces of good (America, along with other democratic societies) and the forces of evil (the Soviet Union, along with other communist nations).-- Same problem as in A.

There is a particular problem of meaning in D. The idiom 'between … and" as used may wrongly refer to the battle as between America and other democratic nations. This is a fatal mistake.

E. A fundamental shift in American foreign policy was created in 1947 by the Truman Doctrine, which importantly established a "policy of containment," a policy that framed our foreign policy in terms of a battle between good and evil with the good forces being America and other democracies and the evil forces being--- Let's First remove E for using 'being' as a modifier not just in one place but also in two places.

A nice guideline of style for writing AWA essays.

The right answer is option B in my view.

A. Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine. This option inverts the subject and the verb with its object. This is awkward to say the least. The question to ask is till what timeframe was the 1947 Truman Doctrine creating a fundamental shift in American foreign policy and establishing a policy of containment? The use of past progressive tense is incorrectly used. Eliminate option A.

B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations). Correct. The subject is The 1947 Truman Doctrine and its verb is created, which is rightly simple past tense. This option is concise and logically conveys the intended meaning of the sentence.

C. Creating a fundamental shift in American foreign policy was the Truman Doctrine, which was put forth in 1947, and which established a "policy of containment" that framed our foreign policy as a battle between the forces of good (America, along with other democratic societies) and the forces of evil (the Soviet Union, along with other communist nations). Option C also states that the Truman Doctrine was creating a fundamental shift in American foreign policy. The use of past progressive is not appropriate since it suggests the Truman Doctrine was a background activity that was occurring before the main activity happened. No main activity is mentioned, so we can discard option C. In addition, option C is wordy.

Pronoun ambiguity. The pronoun it can refer to many antecedents. Does it refer to American foreign policy or to the 1947 Truman Doctrine? Assuming it refers to the 1947 Truman Doctrine, compared with option B, option D is not as concise.

E. A fundamental shift in American foreign policy was created in 1947 by the Truman Doctrine, which importantly established a "policy of containment," a policy that framed our foreign policy in terms of a battle between good and evil, with the good forces being America and other democracies and the evil forces being the Soviet Union and other communist nations. This option is not as concise as option B.

A. Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine.
The sentence seems to be in passive format which is generally to be avoided. But from the first look, nothing seems to be apparently wrong. Will keep it aside for further analysis.
B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations).
Okay, this is an active form of the above option. Will definitely prefer this over A. Grammatically everything looks fine from the looks of it. Will keep it aside for further analysis if required.
This sentence, is not proper at all. No consistency in events. We are not able to represent it in the form if events and moreover, there are two glaringly visible mistakes.
1. It is written in passive form. Need to avoid, and
2. 'America, along with other democratic societies', 'the Soviet Union, along with other communist nations' - From the framing of this phrase, it seems although they were not nations coming together to fight each. More like a mystic war. Some sort of cult ;) . Hence Incorrect

D. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between American and other democratic societies, which it considered the forces of good, and the Soviet Union and other communist nations, which it considered the forces of evil.
This sentence in the highlighted part has changed the meaning of the original sentence. Hence incorrect.
E. A fundamental shift in American foreign policy was created in 1947 by the Truman Doctrine, which importantly established a "policy of containment," a policy that framed our foreign policy in terms of a battle between good and evil, with the good forces being America and other democracies and the evil forces being
Modifier error in the highlighted part. Policy referred to was the foreign policy. "policy of containment," is a characteristic. Hence incorrect.

So answer seems to be B.

Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine.

A. Creating a fundamental shift in American foreign policy and establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations), was the 1947 Truman Doctrine. - No verb available for creating.... and establishing.... and was has no subject. Modifier error also available.

B. The 1947 Truman Doctrine created a fundamental shift in American foreign policy, establishing a "policy of containment" that framed our foreign policy as a battle between the forces of good (America and other democratic societies) and evil (the Soviet Union and other communist nations). - No error, comma -ing form expressed correctly which modifies preceding action, creation and the same subject, The 1947 Truman Doctrine. Hold it.

- Modifier error, The 1947 Truman Doctrine must come immediately after comma. Redundancy error, forces of good and forces of evil.

Modifier error, battle was against forces of good and evil, which distorts the meaning of the sentence. Wordy also

E. A fundamental shift in American foreign policy was created in 1947 by the Truman Doctrine, which importantly established a "policy of containment," a policy that framed our foreign policy in terms of a battle between good and evil, with the good forces being America and other democracies and the evil forces being - Unnecessary passive voice is used in the sentence, leading nonsensical meaning . Incorrect usage of in terms of a battle.. rather than as a battle.

Official Explanation

Correct Answer: B

This version is the most active and direct, starting with the agent of action (the Truman Doctrine) and clearly and concisely stating the effects of the doctrine.
Choices a and c awkwardly put the action before the subject, and choice c also breaks up the two actions, interrupting the fluency of the sentence. Choice d uses two bulky which clauses, rather than the more concise parenthetical phrases of choice b. Choice e begins with a passive construction and is both wordy and redundant.
