Hi Ikica,
I hope that they make it available to anyone who is unable to take the GMAT because of current or future disruptions. This is what they say on mba.com:

Thank you for your answer.
I'm from Serbia, and Serbia doesn't have a GMAT licence for five years now.
My main concern is that they don't even see my country as a market because in regular circumstances I wouldn't be able to take yhe test from here.
