Answer-
The statement that most logically completes the urban planner’s argument will be- 
traditional roofing solutions are generally less expensive and quicker to install than green roofs

Reasoning- We need to find a statement that follows the urban planner's argument, we understand that the author has used "however" and then tells us that the widespread adoption of green roofs has been slow. The author further explains the reason behind the same that is "the initial cost of installing green roofs is considerably high" and our task is to find an answer choice that further explains why widespread adoption of green roofs has been slow despite the benefits (reduction in the need for air conditioning and energy consumption).
Only answer choice D explains this as it means that the alternative that is traditional roofing solutions are both less expensive and quicker to install than green roofs, hence the widespread adoption has been slow (coupled with the fact that the initial cost of installing green roofs is considerably high). Other option choices can be eliminated by POE.

Thus answer choice D is the correct answer.

­Options A, C and E tell the good things about green roof. This is going against the flow of the passage which says that green roofs' adoption has been rather slow. We need to find an answer which gives us a problem with green roofs to justify its slow adoption. Thus, we eliminate A, C and E.
Option B: Gives a problem with green roofs but is not a strong reason. this problem can be overcome if the demand is too high. Thus, we are looking for answer that acts as a strong detterent. We keep B for now.
Option D: This option fits our situation the best. This shows that people are not that interested as the traditional roof is cheap. This is also in sync with the first half of the sentence which tells us that green roofs are expensive. Better choice than B.

It is a complete the passage question, if read the passage carefully, you will understand that we have to look for an option which gives the another reasoning because of which, we could analyse the the growth of green roofs installations is slow. It may be because they are expensive or the cost of installation is expensive etc.

(A) there are sufficient numbers of skilled laborers available to install green roofs-It is actually opposite of what we are looking, hence rejected.
(B) green roof materials are often sourced from suppliers who are located far from urban centers- cost of sourcing will become expensive hence it could be the another reason, keep it.
(C) tax incentives for green construction projects are commonly available in urban areas. Weakens the conclusion,hence rejected.
(D) traditional roofing solutions are generally less expensive and quicker to install than green roofs-Answer is to find out why green roof growth is slow not about traditional roofing, hence rejected.
(E) green roofs typically last longer than traditional roofing materials, thus potentially saving money over time- rejected as it goes against what we are looking.

It aligns with the argument that adoption of green roofs has been slow and provides an additional reason as to why (the alternative roofing solution is less expensive and quicker), which follows from the first statement of initial costs being high as well.

Even this options supports the adoption should increase

(D) traditional roofing solutions are generally less expensive and quicker to install than green roofs
We are looking for reason other than costing as stated in the first reasoning for slow adoption, but even this is close to correct.

(E) green roofs typically last longer than traditional roofing materials, thus potentially saving money over time
same as D, we are looking for answer that should be a reason for delay in adoption of Green roofs.

Therefore the best option is B

A. If anything it weaken the conclusion as it says it is easier to install green roof.
B. This is out of scope as it dose not tell us anything related to conclusion.
C. It again weaken the conclusion as it states the reason which will increase installation of green roof.
E. It again weaken the conclusion

Because it gives reason why the adoption is slow, because traditional method that exists is cheaper and quicker to install.
Option B is not correct because it simply tells the source of green roof but does not give us a solid reason why adoption is slow. Example : Product X is sourced from China, which is very far away from UK. But we see Product x everywhere in UK instead of traditional Product Y.

So the source might not be the correct reasoning why Green Roof has not been adopted as the end user cares about the product not the source generally speaking. Suppliers should worry about the source not the end users/buyers.

The solution is D.

This is a disguised strengthening question and D provides reason of why Green roofs are not being installed due to them being comparatively expensive.
