Now, 

(A) If there are enough skilled labourers then the widespread adoption should be more not less
(C) If there are tax incentives then again, adoption should be fast not slow
(E) If installation of green roof last longer then adoption should be fast not slow\

On comparing (B) and (D) , both seems good option but as widespread adoption depends on availability of other cheaper alternatives, then it makes sense that D is better option.

We need to find a statement which gives another reason as to why green roof adoption is not widespread despite its benefits.

A - A positive statement about green roof installation. Eliminate.

B - Another shortcoming of green roof installation apart from the initial cost being high. Keep it in hold.

C - Again a positive statement and can be easily eliminated.

D - It again reiterates on the cost concept. As per the sentence structure, cost is one factor but we are looking at another cause for this effect. D further delves on the cost concept and hence not the answer.

E - A positive statement. Hence eliminated.

Therefore, B is the answer.

It is saying despite of benefits the process of adoption of green roofs has been slow due to it's high cost and another there could be some reason which takes time .
It could be it's raw material delivered rate to implement may be it outsource from a long distance so option B could be the reason for this .
