I took the first GMAT prep test on the official site scored a 460 in which I took quant first then after 3 weeks of study I took the second gmat prep exam in which I scored 610 but this time I took verbal first..what should be my study plan to keep on consistently scoring above 600?

There isn't any hard and fast rule for section order selection. to each it's own. maybe you have improved over the past 3 weeks of studying, why not give a few more mocks and test it? Alternate quant and verbal every mock and see what suits best for you. Goodluck

You've increased 150 points within 3 weeks. It is not because of changing order; it could be, basically, your hard efforts within this short period of time, or it could be something like you did very, very bad score first time because of anxiety, depression, etc (or, you got a good score after 3 weeks study because of luck!). So, it is better if you take more mocks by March).
