Since this question deals with percentages, assuming smart values is important so as to not get into fractions while doing the calculations.
Let’s assume 1000 as the total number of books on the shelf. I have taken a bigger number to account for the fact that we have to find out 40 percent of 15 percent of the total in one of the statements.

From statement I, of the 1000 books on the shelf, 150 have leather covers and hence, 850 books do not have a leather cover. Of these 150, 60 are novels. This is all we can know from the data given in statement I. There is no information about books with a blue cover. Statement I alone is insufficient.

Answer options A and D can be eliminated. Possible answer options are B, C or E.

From statement II, although there are 36 blue leather-covered books, there can be books with a blue cover where the cover is not leather (i.e. of the 850). Since we do not have any information about the latter, statement II alone is insufficient to find out how many blue covered books are there in total.
Answer option B can be eliminated.

Combining statements, I and II, we know that 150 books are leather covered, of which 36 have a blue leather cover. But, again, we do not have any information about the remaining 850 books which do not have a leather cover. Any number of these 850 books could have a blue cover, right?
The combination of statements is also insufficient. Answer option C can be eliminated.

The correct answer option is E.
