Question Stem : Which one is true, if the statements above are true:

(A) Unless there is an increase in the number of parking violations in the city, city revenues will not increase.
There could be other ways to increase the revenue which are not mentioned in the passage. Not necessarily true
(B) If the city council institutes new parking regulations, the council will fall from favor with the citizens.
Mentioned nowhere in the passage. Not necessarily true
(C) The city council will institute new parking regulations only if an increase in city revenues can be expected to result.
Again, this has not been explicitly mentioned in the passage, so can't go for it
(D) If the city council’s new regulations cause more parking violators to be ticketed, the city revenues will increase.
We know from the passage that new parking regulations will lead to increase in parking violations. If more violators are ticketed the revenues will increase

(E) Unless the city institutes a complex system of parking regulations, the city cannot expect traffic violations to increase.
Again, this is a far fetched conclusion from the statements

(D) If the city council’s new regulations cause more parking violators to be ticketed, the city revenues will increase.

the city council new regulations will cause more parking violators to be ticketed , the city revenue will increase in turn by collecting fines
