B Poorly run government institutions are made even less effective, further reducing confidence in them and thereby prompting more budget cuts, because of insufficient funds and staffing. –---The modifier is far away from its modified noun ‘poorly run government institutions’; a wrong word order of modification.

C Insufficient funds and staffing make poorly run government institutions even less effective, confidence in them is reduced, more budget cuts are prompted. – Poor parallelism

D Funds and staffing that are insufficient make institutions in the government that are run poorly even less effective, further reducing confidence in the institutions and thereby prompting more budget cuts.--- circuitous and verbose

First reaction is that A sounds good. Notice the difference between A and B. A uses the active voice "make", and B the passive "are made". Another sign that B is wrong. C is also missing an "and" before "more budget cuts". I agree that D is verbose compared to A. Compare "insufficient funds and staffing" with "fund and staffing that are insufficient". I also agree that the incorrect placement of "which" makes E wrong. It is worth paying particular attention to all relatives pronouns in SC answer choices. It's a fast way to eliminate wrong options.

Explanation:

A - meaning clear without any grammatical error. (Correct answer)

B - wrong - passive voice, -ing modifier wrongly modifies poorly run government institutions

C - wrong - No connector (Such as "And") is used

D - wrong - unnecessary addition of clauses, verbose construction

E - wrong - wrong usage of relative pronoun "Which"

I chose A, however, I think that I spent a whole minute longer in making the final choice because I kept reading the questions choices over again. I had come in with an idea of what this particular sentence questions should read like. However, I didn't find that in the choices, and furthermore found that I may have misread the intended meaning of the sentence. That got me reading the question choices a few times. I wonder if there is a way to avoid the mishap I ran into?

I caught the parallelism, but I didn't find the type of fix I expected to find.
