Your work area is a bit diverse. However, ensure that you present it in a 'non-technical' way since the adcom might not be able to glean the impact of your achievements otherwise.
Regarding GMAT, if you feel 690 is your best attempt, then this is definitely worth a shot for ISB considering the profile. You can also look at transitioning into the oil & gas space (non-green energy) either in a consulting firm or within the strategy teams of the large O&G firms. Few of my classmates from ISB made this shift to the likes of Shell and Schlum.
A couple of good schools in Europe such as Oxford and ESADE can be explored. Feel free to reach out to discuss further.

Thanks for writing in.
While ISB will not consider your IR score, it would make sense for you to retake the GMAT as a higher GMAT score would definitely help add value to your overall case.
Beyond GMAT, a lot will also depend on how well you tie up your existing experience, need for MBA, and future goals. If you are able to convey the same in through a set of compelling essays, you will have a good chance of receiving an interview call.

Since you come from a niche industry and want to work in a niche domain, a lot would depend on whether you are able to convince the adcom with thorough research on your goals and post PGP prospects. A critical aspect of the application would be to defend how ISB fits into your career trajectory between O&G technical consulting and the Green energy strategy field. I suggest you try to find folks who have followed a similar career path as you and get insights into their experience with similar goals. Reach out to the recruiters who hire from ISB in the green energy space and get an understanding of the strengths and weaknesses of your profile. Your research would eventually show in your essays and the interviews and will strengthen the odds manifold.
If you wish to take a more conventional path for your post MBA goals, I am afraid a sub 700 on GMAT might make things difficult. Even with unique goals, a 690 could deter your chances.
