Knowledge International says its new scheme will support federal objectives on investments for meeting the future economy needs, and encouraged mature students to participate
C. has supported federal objectives regarding investments in meeting the economy’s future needs and encouraged older students participation.
D. would support federal objectives regarding investment to meet the economy's future needs, and would encourage mature students to participate
If you look at the original sentence(A, a will is used there) , the “intent” of the sentence is to talk about something which they will lanuch in the future and not now.
KI says that, their new scheme can work in the future by providing some encouragement.
So if you are clear with the intent, you cannot use present tense to show that
Would is used to talk about an event which can happen in the future,but the committee/people/government is not sure about it
Will is used to show an intent of future tense, that the policy will happen without any problem
