I’m in Northern Virginia - I’d like to hand it over because it’ll be expensive to ship - it’s 30-40 pound box full of materials.

Yes, it would be expensive to ship, not to mention a bit of a pain to get to the post office and so on. (I used to ship my racing bicycle back and forth across the country.) If there are no takers, you could also consider piecing out the collection. List exactly what the box contains, titles, editions, condition, everything, and then offer to send whichever items will fit in a flat-rate box to somewhere in the U.S., since international shipping presents its own hassles. You could then ask for shipping compensation from your takers.

Of course, you could also just put the pieces up on eBay or somewhere, but that goes against your original intention. Finally, I am sure many public institutions would appreciate a donation if your back is against the wall.
