In Option A the comparison is not clear
There are two possible meanings
Many entertainers are tax evaders, and members of Penitentiary art gallery do not want to be like them
Many entertainers said they do not want to evade tax and members of the art gallery also do not want to evade tax
Hence Option A is eliminated
Option E has awkward sentence construction in usage of that in the last part of the sentence
Option D also has ambiguity and the comparison is not clear
Now we are left with Options B and C.
I am able to arrive at the correct answer but would like to know the exact reason for eliminating Option B
The comparison according to me is clear and coherent in Option C hence I marked C
Kindly throw some light on it

I would consider this question a poor quality question.
Both B and C could be the right answers depending on how you intrepret the meaning of the sentence.
If you consider "Members of penitentiary arts gallery" an entertainers, Option C is correct because then you will compare one kind of entertainers with the "rest" of the entertainers.
But if you consider "Members of penitentiary arts gallery" non entertainers, option B could be correct because in that case you will compare entertainers with non entertainers.
Moral of the story: Work on Good Quality Questions.
