I did not try to 'negotiate' or use any other offers as bargaining chips (because I had none), so I asked in the most humble way possible via an email to the admissions director. I expressed my desire to attend the school, and then stated I wasn't sponsored and don't have a high-paying job since I work for the government. "Is there anything you can do to make my decision to attend easier financially?" - That's what I asked. Good Luck

bepokerst90 from what I heard if you are consortium you hear about interviews in late January and decisions by late Feb. I believe non-consortium applicants are on more of rolling notifications for interviews and decisions are the 15th or so of March.
