The underlined section of this sentence in the question is not parallel. Specifically, from the question, these three elements (1) training is insufficient, (2) reference materials unhelpful, and (3) the inordinate amount of time involved in switching from the old system to the new, are not parallel. Only C makes all three elements nouns, and therefore, parallel.

The correct answer is C.

The most frequently heard complaints about new office technology are that training is insufficient, reference materials unhelpful, and the inordinate amount of time involved in switching from the old system to the new.


A. are that training is insufficient, reference materials unhelpful, and the inordinate amount of time involved in switching from the old system to the new

B. are that training is insufficient, reference materials unhelpful, and the inordinate amount of time to switch between the old and new systems

C. concern insufficient training, unhelpful reference materials, and the inordinate amount of time involved in switching from the old system to the new

D. are that training is insufficient, reference materials that are unhelpful, and it takes an inordinate amount of time to switch from the old system to the new

E. are insufficient training, unhelpful reference materials, and switching from the old system to the new takes an inordinate amount of time.

However I also opted for C, I didn't find a good reason to eliminate D. Is it only rejected because of its length.

Read this as
The complaints concern A, B, and C.

The verb in option C is concern, which means relate to here (not worry).

Read this as
The complaints concern A, B, and C.


Grammatically concern can be the verb but doesn't that make the meaning of the sentence completely different and illogical ?

The list of things are the complaints not the ones that are concerned.

(insufficient training, unhelpful reference materials, and the inordinate amount of time ) These are used as nouns here .They are each component of the complaints heard.They can not be concerned. They are not humans :)

Or is there something that i am missing here ?

True, but the meaning of concern is different here (it means to relate to something, or to be about something). :)

Take this sentence, for example (source):
The second thread of the story concerns Nuzum’s close, mostly platonic friendship with a rather mysterious young woman named Laura Patterson...

This is not the "worry" meaning, so the sentence does not say that the friendship is worried about the second thread of the story. It just means that the second thread of the story is about the friendship.
