The Tricounty Bridge was supposed to relieve traffic in East Countway County. Although the bridge was opened last year, traffic in the county has gotten worse over
the last year. To relieve the traffic situation in East Countway, therefore, the traffic commission should order the Tricounty Bridge closed.

i shortlisted option A but then i chose option B since the argument is about the traffic caused by the bridge and option B addresses the fact clearly.
also if the bridge is closed the traffic problem will worsen,as the casinos draw new traffic than earlier anticipated.

the Tricounty Bridge. Even If the bridge is closed in such circumstances, the traffic will not reduce because the increase in traffic is owing to the opening of new casino and not the new bridge- wrong

B. The Tricounty Bridge allows inhabitants of heavily populated West Countway County to reach East Countway in less than a half-hour, as opposed to the two hours the trip- I would lend a lot of credibility to this statement supporting the authors conclusion about closing the new bridge to reduce the traffic in East county because when the commute into East county is shortened by 75% (from 2 hours to half an hour) commuters get a lot of incentive to flock to east county for business, shopping, etc. In general improved connectivity would bring a lot of traction in East county. Hence the traffic in east county has increased with the bridge and closing down this bridge would eventually reduce the traffic since this would mean less commuters (as earlier before the bridge opened)

Fact that bridge is open for only 4 hours does not lend support to the argument that traffic in East county has increased/worsened because of this 4 hour opening of new bridge. Hence one cannot say that closing down this bridge would relive traffic in East county. May be the worsened traffic is because of some other reason such as a stadium, new IT park, Cheap residences, etc - wrong

D. Ship captains on the Countway River have complained that the bridge disrupts shipping on the river, thereby hurting the local economy.Out of scope- wrong

E. The bridge is unlikely ever to pay for itself with the current low toll payment.Not the concern of argument- wrong

Let us simplify the argument --

Traffic in East Countyway has gotten worse after opening Tricounty Bridge --> To relive traffic, Tricounty Bridge should be closed.

this is not a very strong argument. What if the traffic increased because of some other reason? Closing the bridge then would worsen the situation even more.

Let us take a look at other answer options --

Option A - Incorrect

This provides an alternate reason for the increase in traffic in East Countyway. Closing the bridge would then not have much impact on the traffic in East Countyway. (What if people who came to the casino and resort hotel did not use the bridge at all? then traffic due to the casino would not decrease)

Option B - Correct answer

Note that this option states that West Countyway is "heavily populated". If people from there can reach East Countyway in 1/4th the time, it means that theoretically 4 times as many people can come to East Countyway in the same amount of time.

Closing the bridge then would decrease this the rate of influx.

Option C - Incorrect

If the bridge is open for such short durations, it is then probably not responsible for the increase in traffic. Closing the bridge would then do little to ease the traffic situation.

Option D - Incorrect

This does not affect the conclusion at all -- "To relive traffic, Tricounty Bridge should be closed."

Option E - Incorrect

This does not affect the conclusion at all -- "To relive traffic, Tricounty Bridge should be closed."

It is the only option that gives any reason as to why the bridge might be attracting additional traffic.
