Even if we assumed option C. It will not be useful to determine why the military will not fund to Xycorp.

Because even if the Xycorp is inspired from military operations and trainings to design the program, we don't know whether the program will be useful or not for military persons.

So we need to make another assumption. But it is clearly stated in Option D, the program will not be useful for military trainings or operations. No need to make any further assumption.

From the above reason we can choose option D as correct.
