Are you referring to the initial notification deadline? If so, that's the deadline for interview invitations. "You will receive one of three initial notifications following a preliminary review of your application and materials: invitation to interview, waitlist without interview or denial of admission." Admissions come 2-4 weeks after the interview on a rolling basis, so there may already be people from R2 who have been admitted.
