Yes, Indian candidates have and do receive scholarships.
Just got an email saying that USC has extended the round 2 deadline to Jan 10 because candidates requested an extension. This email was sent out at midnight on Jan 5. That seems bizarre to me, and unfair to those that may have rushed to submit by Jan 5, is this common?
Who asks the grad school they're applying to for an extension, and then gets it GRANTED??

This is not common, particularly the reason they cited. We have seen schools extending deadlines on rare occasions such as natural calamities but extending deadline on candidates' requests is something we never heard before. I checked USC's website and it still shows old deadline. Hope they emailed everyone who is submitting app in R2.

I didn't get any such email. Though I managed to submit a few hours before the Jan 5 deadline.

I’m in this same boat. I was kind of surprised to receive the email so quickly (submitted through consortium on 1/5, got invited for the interview on 1/9), but I guess that can’t be a bad thing. It’ll be my first one and it’s this week.
