First do the 2-3 split since the House of Representatives is a single entity not plural. so we take out A and C and left with B C E. Now B has idiom error 'as many than',and should be 'as many as' now left with D and E the comparison in the E is wrong since the appropriations cannot be compared with administrations,so we are left with D,which is correct.

you mean we are left with D, which is correct. Am I right? left with E must be a typo.

I think split infinitive -> "to unanimously approve" is not supported in GMAT
