Answer should be D. Constraints are compared to those(referring constraints) that led municipalities impose spending freezes.

Hi pclawong ,

Here C and D are actually testing the meaning issue.

The original sentence is comparing one type constraints that let Govt to do X with another type of constraints that led Govt to do X.

Now, as per C we are comparing one type of constraints that led govt to do X with another type "that govt imposed".

Note that we are no where given that govt is imposing those constraints rather we are given that govt is using the constraints to do something.

Hence, C is changing the original meaning.

Thus, correct answer is D.

Does that make sense?
