Lets evaluate the various answer options

a) they were given the choice of to either work - Not parallel to cleaning up
b) a choice was given them of either working - awkward formation
c) they had the choice of to work - awkward formation
d) giving them the choice of either to work - Not parallel to cleaning up
e) they had the choice of either working - corrects the parallelism errors in original sentence (Correct choice)

There are two issues with the original sentence.
1. Verb tense simple past (was/were) is incorrect here because volunteers already had the choice before starting the work. Hence "had" needs to be used.---This eliminates Option A, B & D (D has no verb)
2. "either or" construction needs to be parallel in structure. In Option C "either" has been omitted, leading to comparison error.

Hence Option E
