So we can attend any event and then email the adcom the details of the event that we have attended and ask for an application fee waiver or the English language test waiver?

Good day,
They do not offer application fee waiver on all events which they conduct, some events they offer application fee waiver, you could attend few and ask them during the event.

If your undergrad/masters degree is not from US then they need a course by course evaluation from WES/SpanTran/ECE
And you need to submit it along with the application
