I have been in contact with several people in the Rice university. I had applied in the first round and was wait listed. I had provided the university with updates and they had replied that they will respond on 19th March

I am just not sure if those decisions were just stand alone decisions and a bigger wave is to come, or if decisions have been going since that date.

My advice to you is to live your life as if you were approved and try not to worry. Keep your hopes up and focus on something else!
