Though the question was fairly straight forward, I spent the first 22 seconds on the first line trying to remember the rhyme. It wasn't until I gave up at the 23rd second and decided to proceed reading the second sentence that I remembered the rhyme. It gave me more joy than solving the question did.
The solution is as follows:
Volume \(= 112π\)
Jack spilled half of the water and discovered that the water level was 3.5 cm below the top of the pail. So, 3.5 cm is halfway and the height should be \(3.5*2 = 7\)

Volume of a cylinder = \(πr^2h = 112π\)
\(=> 7πr^2 = 112π\)
\(=> r^2 = 16\)
\(=> r = 4\)

Diameter \(= 4*2 = 8\)
