I have an admit from IE Spain, to which i applied with a 660 gmat score. The session starts this February '17.
But only recently(yesterday) i scored a better gmat(740).
First of all, congrats on the better GMAT score- that's a huge improvement! Now, some thoughts for you.... First- if everyone in your college has the lower grade- then maybe highlight your rank in the class and if that is really high then this grading scheme now has more context and you would find more schools willing to over look it to get the 740 GMAT.
Second- if you wanted to look in the US- you now have a score that can get you noticed. What I suggest is you look for schools that have been on the hunt to up their GMAT as they would probably be willing to put more weight on the GMAT and less on the grades- and since you don't have a US gpa anyway, it will matter less.
Ross is a school that comes to mind, as does Kenan-Flagler. I think schools in that 10-20 range would really give you a solid look.

I have a valid reason for my low gpa (my course was rolled back in 2nd year and restructured, it drastically bought down the class average).
My question is what colleges that offer mim/(other fresher management courses) should i target (having a better raking/placements than IE)
My guess- Hec, Instead and LBS(have very low hopes for these since i have a low GPA)
(my extra curriculars were good, i was into 6 P.O.R's and my venture served military clients. Also have a volunteering experience with scholars for change, IIM-A and an internship with Boeing at IIT-Kanpur)
