The problem checks two concepts:
Correct idiom - NOT only X, BUT also Y
The meaning - The sentence says that the thieves are able to do so and so To SELL the information (intent of the thieves action if done).

(A) but also to steal valuable information such as residential addresses, vehicle registration, and documents left in the vehicle  and sell 
 The meaning of the sentence is : The thieves are able to do so and so and they are  able to sell the information.  
The intended meaning is : they do so and so for the purpose to sell the information. There is no question on the ability to sell the information. 
(B) but also to steal valuable information that includes residential addresses, vehicle registration, and documents left in the vehicle,  and selling 
 Thieves are able .... and selling ...- This does not meet the parallelism criteria.  
(C) but also  stealing  valuable information including residential addresses, vehicle registration, and documents left in the vehicle and selling
 NOT only X, BUT also Y; X and Y have to be parallel.  
(D) but also to steal valuable information such as residential addresses, vehicle registration, and documents left in the vehicle, to sell
 This is correct as in gives the intended meaning with correct idiom NOT only X, BUT also Y. 
(E) but also stealing valuable information such as resident addresses, vehicle registration, and documents left in the vehicle, and selling
