[*]IELTS (International English Language Testing System): While TOEFL is preferred, you can submit scores from the Academic Modules of the International English Language Testing System (IELTS). Your most recent overall BAND score must be at least 7 on a 9-point scale.

Yes UCB Haas accepts both TOEFL and IELTS.

I think it is the school's choice and they may feel TOEFL is a more accurate measure of a candidate's English abilities. I don't think it has anything to do with the difficulty level.
Folks, I am planning to take TOEFL iBT at home test on 18th of Sept. Given Haas R1 MBA deadline is Sept 23rd, how would I enter my TOEFL scores? Since only unofficial Reading and Listening score would be available to me by then.

Srishtidiwan, I doubt if they will consider this as 3 year equivalent. In a recent Adcom event of Haas they specified an applicant would require a additional degree like masters etc. along with the 3 year degree to be eligible
Srishtidiwan, You can refer to the section on Eligibility and qualification the requirements are clearly stated "https://mba.haas.berkeley.edu/admissions/faq"

I wrote to the admissions team and they confirmed that as long as you take the test before deadline , you qualify for round 1. You can self report scores when they become available. My suggest is to explicitly call it out in the optional essay just so that they know.
