I selected D as well.

However, trying to guess why E is the correct answer, I might think of whether his/her pronouns would refer to the initial "She" or to "whoever" in D. Perhaps, in alternative E this ambiguity is resolved because his/her would clearly refers to "first person". Please, some expert confirm whether this analysis is correct. Thanks.

She said that she was going to choose whomever was the first person to submit his or her resume.

A. She said that she was going to choose whomever was the first person to submit his or her resume.

B. She said that she was going to choose whoever; she wanted the first person to submit his or her resume.

C. She said that she was going to choose whomever, the first person to submit their resume.

D. She said that she was going to choose whoever submitted his or her resume first.

E. She said that she was going to choose whoever was the first person to submit his or her resume.

Found it hard to choose between D & E but went for E because of what I felt was a very subtle distinction. D could probably be construed as saying - the person could have submitted something else instead of his/her resume, but what the original prompt means is that the she would pick the first person who submits his/her resume.

So D is wrong because his or her cant stand alone? they need some antecedent to refer to. Please correct if I am wrong

To answer your query, the problem in Option D is that it has no noun for the pronoun phrase "his or her" to refer to; Option E corrects this error by introducing the noun phrase "the first person".
