A & B 
Whether Vs If --whether wins. (If is used in conditionals and that is not the case here). SO A & B is out.

E 
Higher or lower? We are not comparing the level with any other level so use of comparative is not correct. 
variables - this is wrong wording. Its variable not variableS (however GMAT never would test such a silly thing) - stay away from such source.
 
 C   Vs  D  (3 aspects)
 Ambiguity :
for the variable - This does not show if it is the same variable mentioned in the start of the sentence or some other variable. C clears this confusing using "THAT VARIABLE"

Redundancy :
If you talk about level then do you not mean high or low? yeah! Kind of redundant.

Brevity :
C definitely uses less words keeping the meaning correct.

'depends on whether' is correct, but 'level for that variable' is not. Therefore, C is correct.

Great reply by HKD1710.. also in choice D, "level  of  the variable" would be better than "level  for  the variable" (ie "He had a high level of iron in his blood" vs "He had a high level for iron in his blood."; regardless, as HKD1710 already explained, choice D is wrong for other reasons.

A and B choices use 'if'...between if and whether, we always should go for whether...so A and B are out. 
D and E use 'whether' but D says variable for which is wrong.
E says variable during the time of administration...it should be ' at the time of'
So C is the best if all
