The above mentioned sentence is in subjunctive mood and is command subjunctive.
whenever you see words (bossy verbs) such as Demand, Dictate, Recommend, Request, Stipulate, Suggest, Insist, Mandate, Propose. Be sure they 
all express command subjunctive
In the above question "mandate: indicats that
To form sentence with these verb. the structure looks like this
 Subject+ (Bossy verb) that Subject + verb in its base form 
Verb in its base form means in all the sitution you need to use verb without "s" even when the sentence subject in third person singular humber
ex
 As we know he runs correct but in subjunctive mood he  run,  also never change the verb tense of base form verb
 I demanded that he run correct. we cannot use runs.

Their should be "its"

yes company is one and the retiring employee should belong to it; therefore E is out since it does not associate retiring employee to the company.

I got to say that option in A is having "A company allows" which is actually correct since allows is a singular verb.
Looking at option C it says that "A company allow " here allow is not a singular verb since this statement refers to "A company "

How would we come to a conclusion regarding this other than deciding "their" and "its" in these statements.
I chose A......
Can anyone give me reasons now to evaluate this argument..Will be most helpful since i am taking gmat on sep5.

Is there a grammar rule that makes "allows" here to be "allow" following mandate? Normally, option A should be correct. So, I am guessing that mandate to allow is somehow a grammar exception. Any ideas?

"Demand" is a subjunctive verb. Look for "subjunctive verbs + gmat" on google, and you will find the answer

This is the OA for a particular question:

The new regulations mandate  that a company allow its retiring employees who would otherwise lose group health care coverage to continue  the same insurance at their own expense for a specific period.

So the correct pattern can be: 1. X mandate that a company  allow  Y.

My doubt is, why do we use 'allow' and not 'allows'?

Because if I were to use recommend instead, which is another bossy verb, I would have, say,

2. I recommend that a company allow Y. 
or
3. I recommend that Tom go to school.

This does not flow easily on my tongue. Are 1, 2 & 3 really correct usages of bare infinitives?

(sorry, this is a question from the Manhattan Review pdf, not the GMAT paper tests).

Error: The original sentence uses Subjunctive verb mandate and requires 'bossy word + that + subject + subjunctive verb' sentence construction. Hence, plural verb allow should be used instead of singular verb allows.

Answer: C

In later part of the statement it says insurance at "THEIR". So doesn't it refers to the companies. In option B the statement starts with companies whereas in option c it's that a company. Can you explain and clear my doubt?

Hi  Aanshi , this is a very typical construct, called  subjunctive .

For example, (believe it or not) I would say:

I suggest that  Anshi read  subjunctive for GMAT :)

"that a company allow" is the correct expression when using mandate(subjunctive). 
C is the correct answer.

I am pretty sure that subjunctive mood  doesn't have to  have "that"!!!

Therefore,  it is totally fine  not to have  "that" like B, D, E  for this problem (this is the case for "mandate", it might be different for other bossy verbs). However, the reasons why B, D, E are wrong are:

Choice B: "that they can continue..." is an independent clause and cannot follow a noun!! For example, it is correct to say:  I like the girl that dresses in pink . Notice that, girl (noun) is followed by "that" and "dresses in pink" ( not  an independent clause). Therefore, B wrong.

D and E simply change meaning. The intended meaning is that all retiring employees continue their coverage, but D and E change the meaning by saying only one employee needs it. Therefore, D and E are out.
