Let Height of First Statue be A
Let Height of second statue be B
From (1) B = A+10 or B-A =10m (clearly insufficient)
From (2) A+B = 80 (clearly insufficient)
Combining (1) & (2), we get two equations and two variables.
Solving, we get 2B=90m or B= 45m and A = 35m (Sufficient)
Ans: C
(2) Both statues together are 80 meters high.

Asked: How tall is the second statue?
(1) The second statue is 10 meters higher than the first statue.
Let us assume the height of first statue to be x meters
Height of second statue = x + 10 meters
Since x can take multiple values
NOT SUFFICIENT
(2) Both statues together are 80 meters high.
Let us assume the height of first statue to be x meters and height of second statue to be y meters
x + y = 80 meters
x <= 45 meters
E. g. x = 45 ; y = 35
But if x = 30; y = 50
NOT SUFFICIENT
(1) + (2)
(1) The second statue is 10 meters higher than the first statue.
Let us assume the height of first statue to be x meters
Height of second statue y = x + 10 meters
(2) Both statues together are 80 meters high.Let us assume the height of first statue to be x meters and height of second statue to be y meters
x + y = 80 meters
x + x + 10 = 80
x = 35 meters
y = x + 10 = 45 meters
x<=45 is also satisfied.
Second statue if 45 meters tall
SUFFICIENT
