Can someone please explain the differences in using " are waiting" and " have been waiting"?

In order to use "have been waiting" specific time should be mentioned. For example, Since 1900 corporations have been waiting .....

Present Perfect progressive is used for a duration of time such that the action may not be complete yet.
I have been waiting for you since morning. (till now)
I have been waiting for you for months.

Since no time frame is mentioned, there is no need to use this tense. The sentence only talks about present moment so "are waiting" is enough. Also, the use of "they" is ambiguous in (C). Does it refer to "lawyers and research firms" or "corporations"? (D) clarifies this.
Also, presumably, the outcome of the debate will be applicable to all such cases in the future too so "corporations discover" is better.

Option (D) is better.
