Interesting !
firstly, "investors interested in large urban renewal projects than would have been thought possible twenty years ago. "
has a comparative 'than'.
so 'investors' should also be preceded by a comparative adjective.
'Greater investors' is incorrect as investors is countable. we need 'more investors'. Leaves us with A and B. 'Of more' in B is incorrect as it will refer to 'population' illogically.
Therefore A it is.
With is common to the two NOUN items of the list as follows-
Liverpool has slowly emerged from its post-industrial decline as a newly thriving city with
1. a population of over five hundred thousand
and
2. more investors interested in large urban renewal projects than would have been thought possible twenty years ago.

For E to be correct we need an 'and', right?

The missing key is the comparative adjective 'more'. As per your doubt, we already have a common 'with' at the start of the list.

Now the question talks of Liverpool emerging out of its post-industrial decline. Then adds two things to it WITH A and B
A and B have to be parallel.

a) of over five hundred thousand and more
correct A is "a population of....." and B is "more investors invested..." So noun phrases. INVESTED... Is modifying investors.

b) of more than five hundred thousand and of more
because of addition of OF, the second portion becomes parallel in the following way..... With a population of .... and a population of more investors....
Illogical


c) more than five hundred thousand and greater
greater is wrongly used. There is no reason to drop OF from a population OF more....

d) greater than five hundred thousand and greater
same as C

e) of more than five hundred thousand, with
removing AND destroys the parallelism and intended meaning

a) of over five hundred thousand and more --> correct: than is there The end, so more should be present in the underlined portion - "than would have been "
b) of more than five hundred thousand and of more --> "of more investors interested": last portion after and work as a noun phrase not as a sentence
c) more than five hundred thousand and greater
d) greater than five hundred thousand and greater
e) of more than five hundred thousand, with --> no more in the 2nd segment of the sentence

Even after knowing the rule, I got it wrong as B.

Liverpool emerged as new thriving city

WITH

1. a population of....and

2. more investors....

So A is correct.

How B looks let's see.

Liverpool emerged as new thriving city

WITH

1. a population of....and

2. of more investors....

Therefore


A. Liverpool emerged as new thriving city WITH a population of....and WITH more investors....

B. Liverpool emerged as new thriving city WITH a population of....and WITH of more investors....

‘greater’ is the wrong adjective to use here. ‘Investors’ can be measured numerically. So C and D are out. E is wrong because it changes the meaning, from ‘here are more investors’ to just ‘there are investors’. B is wordy and redundant.

So by PoE, A is the correct answer.
