I am not sure that this is a good idea but I also don't want to absolutely say no either. If you are an international student, it is most likely that the alumni in those cities will have their interviews filled with people who live within those cities because there are a lot more applicants than there are alums for most international locations. This may work for a domestic student who is not in a major city however because there are a lot more alumni in the US.
The downside here is obviously that you call them and you come off as an annoyance or not very self aware, and pretty self absorbed(not a good Kellogg culture fit) because they have thousands of applicants to sort through for interview invites many of which live in the major cities you are referencing and you are essentially asking them to make an exception for you over people who are actually located in the city.
So I would lean towards no, it is a risky move. The exception would be if you knew you were traveling to one of the cities for work or vacation already and you want to ask if you can be connected while you are there, and I think this would only fly if you were going to be there for a significant period of time (like 2+ weeks).
So, I think overall I would not do this. If you really feel like taking the risk (but again not recommended) I would wait at least until early next week, just before the 6 week mark, and instead of saying you will travel for an interview just say you have not received an assignment yet, that Kellogg is your top choice school, you're disappointed that you weren't able to travel to campus for interviews but you are really looking forward to interviewing soon if possible, or similar.
