IMO A IS CORRECT.........
GIVES ALTERNATE REASON FOR ZERIAS ACTION.....
D IS WRONG BECAUSE.........
Nandalo has only considered accusing Zeria of violating the human rights of Nandalo citizens living in Zeria. Poor guy has'nt done anything yet... Zeria has already declared its action( and therefore taken the action).....where as Nandalo is still considering it....probably as a retrospect....
IF ZERIA WAS WORRIED ABOUT NANDALO'S accusation of Zeria violating human rights ...... HE WOULD HAVE WAITED FOR THAT accusation..... NOT PROMPT HIM TO TAKE ACTION BY TAKING PREEMPTIVE ACTION itself.........
