The people of town X and their cultures accept people of other cultures gracefully.
A)The residents of town X and their closed culture accept people of other cultures gracefully.
B)The residents of town X with their closed culture accept people of other cultures gracefully.

Please clarify which one will be correct and why?

with their closed culture-- seems fairly acceptable. Residents and their closed culture will mean two things.
Residents having their closed culture looks abnormal
