So just to be clear interviews will be scheduled in the last week or November or first week of December considering invites are rolled out in last week of November?

Yes it seems so.
My hypothesis: Not many applicants have applied in this round with deferred GMAT Score submission and they do not want to release the results for us lot untill the R2 applicants have submitted the applications(to perhaps have a look at the most of the applications)
Since the number of interviews to be conducted is less they will have to shift them towards Dec 15 otherwise if they conduct interviews now, they wont have any reason to hold the results till Dec 15 !!!
[considering that result compilation takes not more than a week.]
