Considering that Darden's decision date nearing, my personal opinion is to consider this a ding and move on. But it doesn't hurt to be optimistic.

Did anyone else get the email to create their SIS account? It says in the email that it is not a decision. I’ve also applied to another program at UVA so it could very much be related to that application.

How the application decisions will be published? All at once or by call?

They will call to admitted students on the decision date. At around 14:00 EST. And the next day you will receive a letter with official admittance letter and whether or not you got any scholarships.
I don’t know what is happening if they reject. Probably you will get a letter on the same day.
