AFAIK, everyone who applies gets an interview invite. I didn't get a specific email per see but once I submitted my video essays, there was a link generated to schedule my interview slot.
I am not sure about your next question considering the uncertainties now.

What do people think about the rolling admissions process? Say we applied a few short days after the R3 Deadline. Should we expect to hear on/around May 13th as well? Do you think people who chose not to submit GMAT/GRE scores will hear later than those who did? Some many question marks surrounding application processes across the board

Exactly and if international candidates received admit in rolling round, what about the visas? Mr. Trump is planning 3-6 months immigration ban. What about loans? Can lenders loan money when candidates are yet to receive their visa and have not landed in US? How are international candidates expected to pay the fees?
