FWIW, from my experience to date, schools rarely wait until their listed decision date to actually extend offers of admission. If you read through most of these individual school threads, you'll see that most schools typically send out offers of admission well before their deadlines.
To be honest, again drawing from personal experience, if you haven't heard anything from a school by their listed decision date, that's most likely a bad sign. No news is generally bad news in that regard. The admissions process is highly competitive for schools as well (and not just applicants), and when schools find an applicant they truly want, generally they don't waste time trying to attract them.
