How is the meaning of the sentence logical if "them" refers to the stores? Please help me in understanding tge meaning

The intended meaning is that we are preventing the stores from competing internally with each other. ("No! Don't work downtown--come work for us!") We want to avoid the other interpretation, that salespeople are competing with each other.
