I changed the problem a little bit.
If a problem asks us to find, x is not equal to 1; Is x an even integers ?
1) x is a factor of 32
From no.1, can x be “-1” ?

Yes x can be -1 as well however GMAT questions don't get into the use of negative factors and make sure that term 'positive factor" is used instead of factors.
