Well... there are plenty of poor applicants who are rich in spirit and ambition.
You will definitely be able to get into a top 50 school with a scholarship but you will still need about 25-40k per year for living expenses. I don't see why you would not try a spectrum of schools. Many can offer a scholarship but again, you need a plan for living expenses. Some schools may help with a fellowship such as Owen Vanderbilt.
You may be able to borrow from
prodigy finance for living expenses. I would check with them as to how much you need if you get a full tuition scholarship.

Actually, as I mentioned before, I am targeting those programs which also provide annual stipends. Like Rice Jones Crownover Scholars get 25k/year. OSU Fellowships also reward you handsomely. Simon Rochester same. Anyways, a loan of 30k is not much of a headache for me coz Consulting firms like Deloitte alone pay a signing bonus of 25k.
But the most important question that u seem to have skipped is how much of a disadvantage will graduating from a Tier-2 college (among the Top-3 students, say) have over graduating from the fabled M7?? Are the rumours of a bias in the industry actually true???
OH! P.S. - "Gold Medalist" in India is usually referred to the Topper of the batch, i.e. summa cum laude
