Ru sure on E? E changes the meaning..isnt it. Because of illiteracy is awkward for me
I wud go with C . its the best answer ...

Man these meaning questions kill me. I was evenly torn between C and E. Now I am OK with C. Tough question!

This is a good one.

Three options (A, B, D) can be ruled out immediately if one can see simultaneous use of "annual" and " year".
Between C and E, E is changing the intention (I don't think meaning is changing) of the sentence by shifting the emphasis to "lost industrial output and tax revenues cost" from "illiteracy".

So we remain with C

Agree ... had to eliminate E for the reason mentioned above ...

Why "the" United States? This threw me off...We wouldn't say the Spain or costs the USA.

Yes that's a very good observation. Perhaps this is just the way it is. By the way, I have not heard "the America", but it looks like "the United States" is accepted.

Thankfully this concept does not seem to be tested in this question.

I redo this question many times, each time I want to understand it more.

what should be the subject of verb "costs". I think there is only one logic thing, "illiteracy" which can be that subject.

this is the way of thinking for solving this question, I think

You're right. "What costs? Illiteracy.". There's the subject your verb refers to.

Yes OA is C.

E is PASSIVE.... while C is Active.. so prefer C

A,D - Modifier issue, "of illiteracy" modifying US instead of "cost"
B - Modifier issue with "of illiteracy" once again.
E - C is more promising and seems be in Active voice.

Hence, C is the answer.
