IMO C.

"Cost of illiteracy" or "illiteracy costs" is much better than "cost to the United States of illiteracy " hence A and D out.
chanigng the meaning X because of Y is now changed to Y because of X

Between B and C --> C is concise and to the point.

A, B, and D wrong (redundant annual and a year).
E wrong (reverses the meaning of sentence).
C.

yes year and annual both used => redundant usage => hence C is apt
OA is C
i marked B
