Your target programs are among the best in the world and to get some understanding of your profile-fit for these, we will need far more details. Two years WE is low, so you will have to convince the adcom that you have what it takes to get there.
what is your work experience like? what are your top achievements? How do you rate as compared to your peers? any promotions? What kind of initiatives have you taken?
Your work with the Government sounds interesting, but what exactly is it? Have you made any kind of impact there?
Basically, you will have to explain every aspect of your profile in more detail.
Also, a ~750 GMAT score is a kind of requirement. Your GPA is average and a great GMAT will help a long way.

I agree that we are missing a lot of detail and information here that really makes it hard to give you a fair evaluation. I would also prefer to evaluate your chances after you have a GMAT score only, as not everyone who aims for 750 manages to get that, so your final score is likely to make a big difference.

And then I would suggest you come back to the forum with a final GMAT score and details about your work experience in particular once you have that.
