The sentence is correct as it is. Here Which refers to the problems that got worsen due to recession. Which has logical antecedent and agree in number.

Hope it helps

The eastern European countries have huge financial problems, which the recession seems to be worsening.

Is this correct?

I assume the doubt is only about 'Which vs That'. Everything else seems okay to me. (If there's anything else thats bothering you, plz specify)

Now, i feel that this statement is correct as is. Which is modifying financial problems and adding extra information that is not essentially required to identify the noun.

Financial problems: Noun being modified by which
Which: Adding additional info regarding the noun- the recession seems to be worsening

Hence, its an non-essential modifier and hence Which is okay. (You may refer to MGMAT SC- Modifiers for more details)

Hope this helps :)
