City manager: Our city is known for its ability to cater to tourists in their native language. If students in our schools choose not to study foreign language at the same rate as they do today, our tourism industry will decline alarmingly. I propose to offer generous tuition discounts to those students who develop fluency in a foreign language; these discounts will thus safeguard our tourism industry in future.

Which of the following is an assumption on which the city manager's argument depends?
(A) Retaining the city's reputation in the tourism industry is an important concern for most students in the city
(B) Foreign-language speakers could be recruited from other locales to work in this city
(C) Even if the rate of foreign language study increases, the discounts will not induce students to study the languages most commonly used by tourists
(D) The students who develop fluency in a foreign language will not move elsewhere when they graduate
(E) Students who otherwise would have studied something else will instead choose to study a language commonly spoken by tourists in this city

Hi, Can you post official explanation to this question?
I am having some difficulty in reasoning to eliminate option E though I understand that correct answer is D.

This question has been discussed when I was manhattanPrep's course student. There is no official explanation in anywhere-this question is actually designed to teach only ManhattanPrep's course student. So, I am sorry man.

I wouldn't eliminate if I were you.
What do we want? If the investment were to be successful, the students should work for the company. So it's as good as getting trained from a company and jumping to another company as soon as the training is complete.
So D
:D

E is more of an inference than an assumption. Assumption must be necessary but not sufficient for the conclusion. The answer in the options put together with premises in the argument should help arrive at the conclusion. This will help in eliminating E.

I got confused B/W option D and E. But D is must be true for the assumption to hold true. In case of E, if these students who planned to study otherwise would choose the discounted course doesn't have much impact on conclusion.
