I would like to ask about "require X to Y" I have read that the X has to be a person or organization in some book I am using.
Probably OG said same thing, I think.But, this answer's X is "a 60 percent minimum alcohol concentration ". It is neither person nor organization.
Somebody, please help me out.

Why is there no subjunctive in play ?

Require that <Subject> be < Verb >. Why not C ? "Require" expects subjunctive ..right ?

Experts please.
Not if we introduce the noun directly. For example:
He requires a 700 to get into that program.

Option C is a little too wordy. It'd be like saying:
He requires that a 700 be part of his application to get into that program.

Hi armaan112,

No, require does not always take a that after it. For example, require is like ~need in the sentence below:

1. They don't require a GMAT score. ← "They don't need a GMAT score."
