Can someone explain me how A is wrong and though changing the meaning E is right. ? My go through: After it became clear ... had been violating something(Continuous action at that time when it became clear) , The practice declared unconstitutional. Since - after is present I think requirement of "had" before become has become optional. What is wrong with my approach . daaghGMATNinjaAbhishek009Nevernevergiveup . Thank you.
